its pretty much "although". meaning that "they have strong roots, although they are informal"

Possibly public hydrants are a source of water for people and so they congregate there. Thus businesses have sprung up there such as food vendors who are not necessarily organized by the government or similar to a store that is related to a chain or franchise. There are many small mom and pop type businesses in Asian and Pacific localities which woul be considered informal rather than formal businesses. No doubt the information from which you are reading specifies a particular kind of business so this is just an example. It would help if the word that "operations" refers to is known to people who are answering.
