i think i may have deleting some important information off of my computer and the only thing it allows me to do is view programs it does not allow me to use them , it says when i click on the program "this file does not have a program associated with it for performing this action . Create an association in the folder options control panel

You need a particular software installed to open a file. Chances are you don't have the software needed to open the the file you clicked on. Ex. If it's a word document you need Microsoft Word/Microsoft Office installed etc ...
If what you meant by "program" is source code, you need a compiler or ide to edit and run the program.

There a few things that you might have to do but will leave that last. I would suggest downloading a trial for File Recovery, it worked for my JPEG that I accidentally erased from my camera.

It sounds like you have a corrupted disk or disk directory. If I was in your shoes, I would take the computer back to the store where I bought it.
