I would say you need to contact a printer that can arrange to get a list of business in the area. They can do a mailing for you send out an advertisement. You can do a market flood and send to every one in town or maybe contact your local chamber of commmerce and see if you can advertise with them. If you mail out a post card you might get a 3 or 4 % return depending on what you offer. (ie 10% off whatever) So make sure it makes sense.
