I would say that depends on what is wrong with it. If the hardware is bad it certainly isnt worth the effort. If it just needs to be fdisked and reformatted then certainly you can "repair" it.

Well the short answer to this short question is "maybe, it depends of the failure"
to elaborate you have 3 possible situations :
- this is a pure hardware failure related to the plates or the motors. It is very unlikely, but sometimes possible that you can salvage some data using an advanced recovery program. Once this is done, send the HDD to recycling and buy a new one.
- this is a failure of the electronic card that is on the hard disk itself. If you have access to another disk of the same model, you probably will recover everything by "just" changing the electronic board. If the HDD showed signs of strange behaviour in the hours/days before the failure, your data may be corrupt
- this is an inconsistency in the data stored (partition information deleted/corrupt) a recovery program will most probably be able to salvage most of it. Worst case scenario you will have to repartition the hdd, reformat it and start from fresh using it.
as recovery programs I do not know many of those that would be completely free. I like ActiveUndelete. Most probably there are some linux applications for that (have a look at Gparted, but I'm not 100% sure).
you will need to start an operating system on the PC where your HDD is plugged. You may want to download and burn a "live CD" for that (plenty of linuses, BartPE or XPE for windows world, beware of the licensing)

Possible, yes. But it wouldn't be worth it. Best thing to do is back up whatever is on it (if possible) and buy a new one. You could probably find a 300 gb for like 80 bucks.

If it goes bad, probably not without getting into a lot more work than it is worth and possibly lots of money. Buy another one and try to retrieve files off of the old one.
