It is the brand of mascara most likely, I found an amazing High Definition Mascara from Bee-Luscious cosmetics on beeroyalproducts.com its a most see and I have had zero issues with this brand just total success

Switch to a smudge-proof or waterproof brand...they have a little more staying power. Another trick that I recently learned is to brush loose powder on the eye before applying mascara. This powder that gets on the lashes will help bond the mascara, and the powder underneath the eye keeps oil at bay...and mascara can be drawn to oil. Hope this helps!

You're either putting on too much mascara (entirely possible) and it's flaking off in chunks and ending up under your eyes.
Or, you're using too oily of makeup, and it's making the mascara slide off your lashes
Or you aren't using waterproof mascara (the best in my opinion), and when you blink, or rub your eyes, or even tear up a bit, your mascara will streak.
Suggestions:
1. Do one swipe or less of mascara
2. Make sure your face is clean and oil free before you put it on
3. Try and avoid oily-ish eyeshadows
4. Try waterproof mascara.

I started only using mascara on my top eyelashes and ended up getting rid of that same problem. It works as well too at opening up your eyes

you can go with either a waterproof one but some times those tend to flake away or you can also try a lash primer on before you put on your mascara. i really like Lancome's mascara there is really good and does not do that also Estee Lauder just came out with one that is just as good the projectionist try one of those

use a mascara that's waterproof or smudge proof. better yet, go without mascara during the day and try use it only when you go out or feel like dressing up.

I also had the same problem. For a month, I have been using Clarins mascara; I can advise it to you. It stays there until midnight.

waterproof mascara! or use clear mascara on your bottom lashes so it tints them but doesnt put any black on them.
