dahmer was a psychopath, like many of the most serious killers and rapists currently incarcerated. the thing about a psychopath is that there is no cure...they were born different. it's almost like autism. there's a great book for the layman, written by one of the foremost experts in the field today, Robert Hare, which i highly recommend: Without Conscious: The Disturbing World of Psychopaths Among Us.

this is hands down the best defense (simply educate yourself). this book is great specifically because it offers a view into what it's like to be a psychopath, how they test for psychopathy, and what characteristics they have and how to pick them out in social situations. some estimates say there are currently over 1,000 serial killers in the US today, walking free...but make no mistake that not all psychopaths are killers or rapists...some are con artists, some wall street brokers, you just never know. there are plenty of dangerous people out there...

awareness on behalf of the public will help with crime prevention -- not all of it but some and that is certainly desirable...as to policies, the research shows that psychopaths are resistant to counseling or other forms of rehabilitation. they almost always recidivate and the counseling merely is a game wherein they learn how to be a better psychopath. we're best to just leave them in there.

About the only options available in a correctional facility are solitary confinement if you mean to protect their lives once they are inside. This is sometimes intolerable to the inmate, however, not to mention that solitary space is limited inside many facilities and it is simply an impractical solution. Perhaps a viable idea would be to have entire institutions where these types of inmates go, although there is never any guarantee that violence won't occur. They don't get there for being choirboys, ya know.
