I had a Pentium III 800 mhz and when downloading files from the internet it would download them in less than 20 minutes using dial up. Now i have a Pentium 4 with a 1.85 ghz and when i download files from the internet it takes hours to download (1-4hrs) something still using dial up. The pentium 4 was bought at my work but administration here at work took out any work related material/doc/software etc... My question is why is the pentium 4 taking longer to download vs the pentium III?

Your processor has nothing to do with your download speed, that is all on your modem. It could be that the new computer has a modem that is not as good as the one you had before. Try replacing it with your old one. It also depends what server you are downloading from, and if you are using P2P file transferring, which is hit-and-miss sometimes.

OK, dumb question but, does your Pentium 4 machine comes with an integrated modem?

If yes, that's probably the reason. Some integrated modems are slow.

You could try disabling this modem and use another external modem and see if it helps.

Also, it depends on where you are downloading from. Some websites that are popular will face slow download problems.

It could be a problem with the way you set up your internet account, try re-installing the internet account, or it could be a firewall setting, look for things like norton or mcaffe and play around with the firewall settings
