Over extended means they weren't designed to handle the number of people that they are servicing. If you over extend a water supply system you usually end up with poor water pressure as an example.

Public services can very easily be 'over-extended'.

Meaning to obligate (oneself) beyond a limit, especially a financial one. This is done regularly in our governmental system by going beyond the budget set for such things.
