You are aware that if you actually worked 40 hours a week at $8 per hour, you would be earning around $15,320 per year, right??
You need to realize something - you are young and inexperienced. No one is going to hire you at $20 a hour. I would probably avoid fast food and any retail establisments if youre interested in earning more. One person has suggested dancing - this is lucrative for the small amount of time you must do it - but do you really want to get naked for money??
Id suggest getting a job as a server at a nice restaurant, where tips are good. You get min-wage plus tips. Or, become a bartender. But, whatever you decide, realize that you have to start at the bottom - that is the way life works.

Work at the school you go to. I work at a college in the finance office and I make twice what you are asking. It should be no problem. If you are chipper in the interview, it is an almost guaranteed hire. We are now looking for young people to take payments and the job pays 12/hr. It was the job I started with and now I have shifted to a better position, overseeing aspects of finance.

Stay away from retail fields. It's as easy as that. Start applying for office work, reception, administrative assisting, etc. They may start you at what you're making now if you have no relevant experience in an office, but you'll be up for a raise soon enough anyway. Pull your weight and it's easy to make better than a crap wage. I have never, and will never work in retail/hospitality.

Find your local staffing agency and sign up with them. They have lost of positions for office workers, usually starting at 11/hr. Then you can work your way up from that. A lot of times they do temp to hire, which means after you've worked at a place for long enough they'll hire you on and you'll get benefits and possibly a raise.

do promotions...go on your city craigslist and go under marketing/events and you can sign up for all kinds of promotions/ events being a brand ambassador, I do that and make a lot, I do work for a lot of companies though too... You can do special events atleast 3 times a month, especially in the warm weather. One month I worked the whole entire time doing all sorts of different events...made about 3 grande that month. I would also look for Liquor promotions, they pay usually pay $25.00 an hour and I would work 3 times a week, 2 hours each session, but add that w/ other events...I love doing it, plus it's fun and you get to meet a lot of people. Sign up for encorenationwide, they will send you events in your area that you can work, and they usually pay $17.00 HOURLY and you work up to 8 hours a day for events lasting 3-7 days...Hope this helps!!
