Could Wisc. be ranked #1 heading into the NCAA tournament if they win the Big Ten conference and get the overall #1 seed?

Yes. The rankings are completely opinion, and the pre-tournament rankings will be voted by the AP on Monday. However, the rankings have nothing to do with seeding. Wisconsin, despite potentially finishing #1 (although not likely), will not get the top overall seed due to a low SoS and many many losses to sub par teams (Indiana, Mich St, etc)

The overall #1 seed has very little impact except who is the "home" team at the final four.

Whiat is interesting are the sites for the first rounds. If you're a Wisconsin fan, you probably are going to Chicago and if you are a one seed there, you stand a good chance of getting the play in winner regardless of whether you are the overall one or not.

Yes conference tournaments count on where you get seeded in the tournament. Every game is huge.

Games are still games, and they still count for standing. It aint over till the Tourney starts. Till then any game they play can affect them.
