Have to agree with many and say The Silver Surfer. Here is a guy whose powers rate among the top in the Marvel Universe and yet he does not get the respect due.
The Silver Surfer has been around since 1963 and has had his own comic book. He was originally a servant of Galactus and was neither good or evil as he had made a deal so his home planet would be saved (that alone should have rated him higher than what he is). Only when he saw the evil of his ways when he was about to hand over the earth to Galactus to digest, did he come into his own.
He may lose this title however when Fantastic Four sequel that is called "Fantastic Four: The rise of the Silver Surfer" may even get him his own movie deal. Only as long as they stick to the story line and don't play with it.
Until then, I pick The Silver Surfer.

Wendell Vaughn
He is definatly the must under-rated hero in the Marvel Universe. He is basically the equalvient of Green Lantern from DC Comics. (i.e. - solid energy constructs, wise galactic-being as a mentor, 'protector of the universe'-status). AND to add insult to injury, they are about to replace Wendell with the daughter of Captain Marvel!!!
He should have been an A-level hero, but he never got the respect he deserved...

I'd say Silver Surfer...he's known, but not as popular as the other marvel characters...but once I saw the trailer for F4: Rise of the Silver Surfer, I read up on him and read about his abilities and powers...the guy is in the top 5 of the most powerful characters in Marvel...top 10 at the minimum! I think he's extremely underrated...

Silver Surfer is like one of my favorite characters of all time. They need to find away to use him better. With space story's and other ways to make him identifiable..
With that being said ..another underrated comic character is The Juggernaut...He is totall awesome and once he gets going no one on earth should beable to stop him..but for some gay reason the X-men, Spider-man, Thunderstrike,Thor,The Hulk have all been able to stop him. He is an awesome character but come on he only robs banks and cares for money..He doesn't need money !!! he can take what he wants.
Also Sabertooth ..he is more of a psycho then Wolvie..but never gets his time too shine damn it!!!!!

At ask your self i like the unique Golden Age Sub Mariner -- because of the fact he grew to become into so undesirable. In his very own way he grew to become into like Godzilla, out to punish floor Dwellers for environmental degredation while no longer scuffling with crime or the Human Torch or romancing Betty Dean. I additionally enjoyed the unique Thor yet as lots because of the fact Lee and Kirby stole from each and every thing as because of the character -- the movie is a lot too severe.

I'd have to say Kitty Pryde..Shadowcat....from X-men. She was a really interesting character, a mutant with a fairly normal life: Loving parents, a good home, nothing too traumatic, who chooses to be heroic. Her power was interesting, she grew into a good leader, and she was extremely smart. You almost never see her on any fan lists, and when she was done in the X-men adaptations on TV and film she is almost always played off as a teenage ditz, or a barely existent character. The ditzy girl thing eventually was played down in Evolution, but it was always underlying the character. I think she gets sold short.

I have always love Hawkeye. Think about DC has Green Arrow who has had many series including one now that's up to issue 70 something.
I also like
Iron Fist,
Henry Pym (currently Yellow Jacket) who else has had so many names and is responsible for so many other heroes

Solo
Prowler
