To fluctuate means to go up and down so a population fluctuation would be when the number of people living in an area goes up and down.
Don't know what that has to do with Little Red Ridinghood though. If it was the three little pigs then I could understand.

fluctuations = movement either higher or lower I.E how many people there are in anyone area at different times...like before a plague, and the amount of people after a plague, fluctuations.
