No, look at the time the file was modified - your computer had to be turne on at that time. This could be the result of spyware, or even a legitimate application. Many instant messenger apps that display ads are going to set cookies.

if someone else was using your wireless than that would not do anything with your computer and would do nothing with your cookies.

you need to make your wireless server secure....the instructions for how to do that are with the materials that came with the CD
