Each state gets electors based on the number of representatives plus the number of senators, so 3.

DC gets the numberof electors it would get if it had representation, but no more than the state with the fewest electors.

Number of representatives is based on population from the last census, which is why current population is not always in a direct relationship with number of representatives (and therefor electors).
