Actually, it's quite possible. My friend, Shawn, has little to no depth perception due to what is commonly referred to as "Lazy Eye". He's said that learning to drive without depth perception has simply made him more adherent to rules of thumb, such as stopping your car far enough behind the forward vehicle so that you see the bottom of their rear tires over your hood. With a generally universal layout of lights and signage, it's not the easiest, but it's not impossible.

Yes. I see it everyday. People doing speeds lower than the speed of traffic in the passing lane with large vehicles accumulating on their bumpers like carrion birds awaiting their prey. It's only a matter of time! ;-)

Death perception should be taught in schools.

I think you mean depth perception right? The answer is yes. The state may require 2 side view mirrors, but they will not restrict you in any other way that I know of.

There was a guy in my driving class who only had 1 real eye and he kicked my butt in that class so I would say go for it and happy driving :)
