Depends on how you look at it... Old Cairo, or Al-Fustat, was founded in 648 and by 700 became a regional center of Islam. Al-Qahira (Cairo) was founded in 969 as the capital of the Fatimid empire and eventually absorbed Fustat.

"Old" Cairo was known as Al-Fustat.

The (more) modern city gradually absorbed Fustat over time.
