Powder or concealer first. This will help them from smudging. They need something to adhere to. Also dust some powder on eyes and everything else before you add the mascara.
Tip to keep your lids from getting that crease...but on a base or a concealer on before applying eye makeup.

Try looking for a non-oil based eye liner. The oil on your skin and the oil from the eyeliner merges as the day progresses thus causing it to smudge. Some people actually heat up their eyeliner pencil tips (not burn) to make it "permanent" or stay longer without smudging. Or try dabbing baby powder after applying eyeliner but do this BEFORE you put on mascara.

I have an amazing eyeliner that I wear on almost a daily basis, it's the type that smudges too. What works for me is if after you put it on, find an eye shadow in a similar color and then gently blot it on top of the eyeliner. Then get a waterproof mascara and use that (my personal favorite is the one in the pink & green bottle).

Makeup Forever is a brand that has the ONLY eyeliner that I've used that never smudges. It's a liquid though... But once it's on, it's ON until you take it off at night.
You can also try their Makeup Forever products to "set" the eyeliner and eyeshadow, like a shellac for your face.

use waterproof mascara and smudgeproof eyeliner...yes, there is some out there. Make sure you're using an oil-free eye make-up remover and a primer around your eyes. The primer keeps your liners and eye shadows in place, they don't fade, and they won't smear

If you have eyeshadow on, the top should not be smudging. On the bottom, put extra facial powder under it and rub it in. Works for me.

Rimmel eyeliner is oily..I recommend you try Almay eyeliners or a liquid eyeliner.
