This should be easy if the only problem is loose bolts. The base of your toilet should have two bolts coming up through the fllor on either side. (They may be hidden under a removeable cover.) Secure these hand tight, or very gently with pliers if it is too small to hold.
But if the floor is rotten, the cage that holds the bolts or the bolts themselves may be rusted through. A handyman or plumber is best for that.

Go to your local hardware store and pick up some red rubber sheeting. This is exactly what it's called. Use it as a shim by sliding enough thickness under the toilet to firm it up and keep it from rocking. Then remove the bolt caps and gently tighten the bolts till snug and replace the caps. Trim any excess sheeting with a razor knife. You may caulk around the toilet if you wish. To do a neat job use a siliconized latex. Apply a liberal amount all around the toilet then clean using a damp rag till it is nice and smooth and only in the gap.

Try a good sylicone caulk around the base this will also prevent water from getting under your toilet and makes cleaning around it easier.

check the bolts...hey, if there is the chance the 'ring' (i can't think of the full name for the part) has gotten wet you might as well replaced it before you re-bolt the toilet to the floor.
