Change the security settings on the drive or folder goto windows explorer then right click the drive or folder .and go to the properties then to the security tab...

remove all but the administrators group....then set permissions for the group....setting the read to checked and th write to unchecked should give you what you want....when it askes to apply this to the sub folders say yes....

ps make sure you are in the administrators group FIRST or you;kll lik yourself out of it...

Put all other users in the Local users group instead of Administrators, they cannot delete programs or even install their own programs.
