It's the total of the swept volume, i.e. the space the piston head moves through beetween the bottom of its stroke and the top, for all cylinders in an engine. So if the swept volume of a single cylinder in a 4 cylinder engine is 500cc then the cubic capacity of the whole engine is 4x500cc =2000cc or 2 litres.

It means cylinder displacement. You take the volume (IOW, how much space there is) in the cylinders when the piston is at the top of its stroke, and subtract that from the volume in the cylinders when the piston is at the bottom. So if there's a difference of two litres, it's a two-litre engine.

Imagine it is a math question and you have to find the volume of all the cylinders in the engine thats what the 2 liters are so the more liters the more space the pistions have above them the power the engine can produce
