Both come from the Post Office which gets delivered to the person the quickest?

I am not sure about the 1st one but Passports take 6 to 8 weeks to arrive.

passport will come quicker, dependent on the time of year you apply, they dont come from the post office, passports are delivered by courier, for a passport u need a birth cert and a counter signatory, if u have a recent passport, the DVLA can verify your identity with the Passport Agency, if you give them your passport number

I'll tell you Raindog the answer to your first part is the D/L will take as long as the P/P right now they say DVLA are running 4/5 weeks behind schedule/thats meant for you too Nachoman

I'd say provisional license is much quicker!

they both about the same, tho the liscence is probably acouple of days quicker and cheaper
