A neighbor told me how she thinks that someone stole her ID and she feels helpless and don't know what to do. I am clueless as to how to help her. What advice and tips can I give her?

The first thing she should do is contact the federal credit agencies. If she provides them with some of her personal information she can have a flag put on her credit file.

This will not prevent her from obtaining credit when she needs to, it basically just puts a marker on her file that if any one applies for credit a follow up should be done by mail or phone with the information she provides and they will verify that she is the one applying for it prior to issuing any credit.

I am not sure of the main credit agencies in the US, but here in Canada it is TransUnion and Equifax.

Also, she should contact SS as I am sure they will have other tips on how to ensure that her information is not used by other parties.
