It's more complex than people are saying:

1) Congress sets the date for the start and finish of Daylight Saving Time. In 2005, these dates were set at the Second Sunday of March and First Sunday of November, respectively, starting March 11, 2007.

2) The individual states then decide whether to adopt or opt-out of DST. Currently, Hawaii and parts of Arizona are the only states not observing DST over their entire territory. Several US possessions, like Puerto Rico, also do not have Daylight Time.

3) The final decision belongs to the US Secretary of Transportation. She has the authority to override state legislature decisions where they are deleterious to commerce.

Some of the other answers contain errors, or are only partly correct. Parts of Arizona DO observe Mountain DAYLIGHT Time. In the large Navajo Nation reserve that takes in much of the northeast quadrant of the state, clocks will be set one hour ahead of those in Phoenix starting Sunday.

Indiana observes Daylight Saving Time over the entire state. It started doing so in April 2006.
