Here in Philly, there are, in the form of pretzel vendors. In the summer time, you see people selling bottled water on the street to people in cars stuck in traffic.

In a perfect world that would be great, but in reality how would you know the driver's aren't carrying uzi's or the vendor is peddling more than just hot dogs?
