Most lotteries, when you win a large sum, require you to sign a form saying they can use your name, likeness, etc., for a set amount of time. You can avoid this by NOT taking the money!

I don't know about having to go on TV but the lottery does have to announce the winners.

If they did not then it would be way too easy for them to hand the lottery winnings out to their friends or to themselves. If the winners are announced then we can see who they are and someone could recognize a pattern or recognize when the best friend of the lottery commissioner wins.

It is also publicity for the lottery. If you know that real people are actually winning the lottery then your faith in the lottery goes up. If you only heard the the lottery was won by unidentifed individuals then you cannot identify with the winners and you may not want to play the lottery anymore because you have a harder time visualizing yourself winning.

Research Brad Duke on CNNMoney.com - he's a lottery winner who got things right. Also, read the book by Susan Bradley: Sudden Money: Managing a Financial Windfall.

Good luck!

You can keep it out of the media, but if someone wanted to go to the lottery office to look up the winners, they can do it. It's public knowledge.

Typically a trust or corporation is set up. This manages the tax consequences of the winnings as well as cloaks the winner.
