Are you talking about an alteration or an alliteration?

An alteration is sewing of a garment to re-size it, such as hemming a pair of pants to the right length.

Alliteration is a poetic device of repeating the same sound (consonant or vowel) so as to appeal to your ears.
"Around the rugged rock the ragged rascal ran" repeats the R sound.
Look at the poetry of Gerard Manley Hopkins for excellent examples of both consonance (w/ consonants) and assonance (w/ vowels) alliteration.

You mean alliteration where a poem or phrase is highlighted by the repetition of the initial letter such as ' Tom told Trevor to try Tilly's tarts.'

An alteration is say for instance you take your pants to the seamstress for her to take them in and hem them,that is an alteration.
