Girls don't have to have breasts in order to have periods. Usually breast growth is determined by genetics. Does her mother or grandmother have small breasts? If so, she will more than likely have small breasts. At 16, she is still young and still going through puberty. Give it time.

Getting your period has nothing to do with whether she will develop breasts or not. Some girls do develop some and some girls don't, but all girls get their period. If she hasn't developed at all by 16 chances are she will be a small breasted women. There is nothing wrong with that.

Maybe she is just going to be small breasted. Some grown women have size a cups. It's normal. We are all different. If she hasn't had any other signs of puberty, she may want to see a doctor to make sure her hormones are okay. Then again, my mom is normal and she grows like 3 leg hairs. Everyone is different. But fifteen is pretty late to start a period. She should look into her family history and find out when her mom and sisters started puberty and what they experienced.

Just because the periods start, doesn't mean the breasts pop out. It doesn't happen all at once. Some "bloom" later than others.
