I'm from Cleveland, if you mean Cleveland, Ohio. Honestly, there are no good jobs in Cleveland. There's no surf in Cleveland either, and just like the song says "We can't impress the girls on the beach just like they do out in L.A." That's why I moved away.
It's an economically depressed city for many reasons, not the least of which is the crappy and corrupt public school system, that people refuse to pay for with property taxes.
My advice is move to a better city, any other city, that has a good corporate headquarters. If you can't move from Cleveland, expect to find a minimum wage job that barely covers the cost of living through a temp agency or the want ads in the newspaper.
You can have a super-impressive resume and all kind of skills, and maybe even some good personal connections, but it's really, really difficult to find a job in Cleveland.

I would suggest looking on www.indeed.com. This site is an aggregator. What it does is pull jobs from hundreds of different job boards and lets you browse through them. It is more efficient than going to the boards individually.
Before you start looking on-line, though it might be a good idea to put together a quality resume. I don't suggest using a template for that. In the resume you should include contact information, education, certifications, and detailed experience (don't forget to put in dates). If you have a gap in employment make sure to explain that as well. Employers like to know that potential employees had a reason or good explanation for why there is such a gap.
Once you have yourself a decent resume, then I would suggest going to www.indeed.com to search for positions you're qualified for. Other such aggregators are www.simplyhired.com and www.jobster.com. I've found that indeed has the most results for me when I am searching on it.

Without knowing what type of job you are looking for and what methods you have already tried, I suggest the following:
1.) Review your resume to ensure that you are marketing yourself properly.
2.) Get a copy of the latest classifieds section of the local paper (The Cleveland Plain Dealer may be an option) and check for jobs in the area that you are interested in. Then apply for jobs using the method preferred by the employer.
3.) Use websites like www.monster.com, www. careerbuilder.com, www.usajobs.com, and www.indeed.com to search for jobs in your field and area.
4.) Be sure to follow up after you apply
