You are really looking for a trademark registration and possibly a copyright. But probably not a patent. There is a very slim chance that a patent may be right for you, though. You should contact an IP attorney and get their advice.

You don't need a patent. Patents are to protect the rights of inventors.

To start a magazine, you need authors who will write articles, editorial staff who will put the magazine together, a contract with a printer who will print the magazine, and some sort of distribution system to sell the magazine.

You don't need a patent. Patents are to protect inventions. You automatically will have copyrights for everything you print, and they cost nothing.

If you want an online magazine, it's easy. You need a unique name, a web site, some publishing skills, and a means of building content. And some way to get paid.

If you want a print magazine, it's harder. You still need a name. You'll want a flashy web site with a means of ordering your magazine over the internet. You need content (articles). And you'll need to find someone to print it for you (I presume you don't own a printing press). The last will take some research. Then you need to attract subscribers and produce issues -- which will require people to write content. You'll also probably want an ad department to sell advertising to people, as most magazines make far more money from advertising than they do from subscribers.
