The best place for children is the Wild Wadi Water Park in Dubai: http://www.wildwadi.com
Another opportunity woud be Ski Dubai in the Emirates Mall.
You also could visit the Zoo in Dubai. The malls offer nice kid's entertaiment also
Otherwise you just go to the beach or pools and let them have fun.

Wild Wadi, a water park, is probably best.
Very safe and tons of fun.
If not, try Mall of the Emirates, lots of things to do there too.
Also is the zoo, all children enjoy that.
And, Global Village, it's a great outdoor area, cheap, with cool rides and lots of interesting exhibitions.

Global Village or festivals, Wild wadi (but it has lot of water rides), then dubai zoo, safa park, jazira park etc.
