Are you sure that is what she was doing?
If she was masterbating, she might not be getting enough from you, or she just wanted to try it. If you see her doing it again, ask if she needs help, or get her a sex toy. Use it on her, so she knows you are comfortable with her doing it. She might have wanted a release, and she might not feel comfortable with doing it in front of you.
