looks like it is the best fit for the answers you've listed as possible choices, however Newton's 1st law clearly states:

Every object in a state of uniform motion tends to remain in that state of motion unless an external force is applied to it.

and while it is sometimes called The Law of Inertia, described by Galileo, I don't see that it is really being described as a special case of the 2nd law, although I suppose it could be considered as such.

2nd Law:

The relationship between an object's mass m, its acceleration a, and the applied force F is F = ma.
