I think, if we speak about shoe fetish, in any form, that it exist in all societies. But simply, being that our society is very open minded, and being that shoe's industry ans market are very big and that there is big accent on shoes in general, it is easier for men to admit or realize attraction.

Anyway, it have been proved that shoe/feet attraction is connected with the fact that while/if in womb male fetus touches genitalia with his own foot he equals that with pleasure. To get long story short - attraction to the shoes is not abnormal or unnatural and originates from pre-natal period.

Many people (not just men) form an attachment to some article of clothing or action in their formative years. Shoes, pantyhose, stockings, up skirts etc are all candidates for this. Other societies are likely to produce similar attractions to things relevant to that society.
