I know that you can download PS1 games through a PS3, but I don't have a PS3, nor do I have the money to buy one. Is there any website where I can download PS1 games through a PC and then transfer them to my PSP?

Currently, There's No Other Official Way Of Getting Those PS1 Games On Your PSP Unless You Want To Hack Your PSP And Do Homebrew..

however, Sony Computer Entertainment Has Mentioned That They Want To Get PS1 Games Out There Via Other Forms, Possibly Just Right On Your PSP.. however, SCEA Currently Has Not Said Anything Recently On Other Ways Of Downloading Official Games To Your PSP..

yes you can get what's called a "homebrew" operating system for your PSP, but it voids your warranty, so watch out.
