This used to happen to Ctrl, Alt and Delete, but I fixed that.

This also happened to me. Actually I was affected by a virus W32.Mydoom.I@mm. I used Malwhere from http://www.malwhere.com/download.html. There you will find instances of svhost.exe. Delete it from both the columns. REMEMBER SVHOST NOT SVCHOST.

this was done by a hijacker, they block your regedit so you cant access the registry, this is where the hijacker software lives, the registry is the brain of you PC, you need to install a spyware removal program and not no cheap one use one like norton or my fav zone alarm, I garantee once you do this your PC will be fine but you should do this ASAP because if left un-fixed i will also lock you out from other programs like CMD and windows Recovery

Log off and log on as admin. You must have created a user account and user accounts unless specified don't have admin rights.

maybe your windows account is "user" account? try to change it into admin. or login as administrator.
