It seems politicians never have a problem with sending them to help give out food or rebuild homes in devastated areas but when a war is going on, they have trouble understanding why we trained them to kill the enemy.

It's a recent problem with those who hate the military and are willing to define it mission as a social experiment.

Its roots began with the end of the Viet Nam War.

I am not sure. I think the USA is viewed as a very humantarian country where we aid others, so in times of crisis they send out the soldiers to keep the peace in these 3rd world countries. Of course they also help by supplying them with the food and other goods. Perhaps they see our forces as soft diplomacy, win these countries over with kindness.

Not all politicians. Just the ones who want to down-size the military and give the rest of them desk jobs. The ones who support our troops by wanting to cut off their support and relief. Those politicians need to go.
