I would suggest using a site like http://www.shrinkpictures.com/ or you can do a web search in google for "online image resizer" and this will pull up lots of sites that can help you.

MS PhotoEditor does a pretty good job - it's probably somewhere on your system if it's a couple of years old, otherwise you can download it from MS, I think.
...or if you use Photobucket, for example, that offers an automatic re-size function to a suitable size for Myspace.

Save it. Open it up in MSPaint. Select it. Resize and save.
