No you wont get kicked off. I don't see any big deal except when someone is taking over the questions.

No, but I think when you ask a question, look at the top and it wil tell you how many more you can ask in a day. Also, if you pick a best answer, you get 3 pts back, so it only cost you 2 pts to ask!!
