I'm looking for climbers to climb over the balcony rails and some sort of shrub (I guess, I'm a beginner). I'd really like plants with scented flowers and scented leaves as I've always wanted a scented garden.

If you want flowering plants you can use impatiens or New Guinea impatiens. If you want something that vines some you could use fushcia. These are annuals so you could change them around every year.

If you want a perennial that will be there every year you could try vinca or periwinkle. For something more upright you could try small shrubs like junipers. You really didn't give enough info for a good answer--like do you want annuals or perennials--flowering or non-flowering--vining or upright, etc.
