A couple of reasons come to mind.
First, some people mistakenly think that perfume or cologne will mask body odor. It doesn't. In fact, it makes it worse. There is no substitute for good hygiene.
Second, some people's sense of smell is not very acute. So they don't realize that they are overdoing it. They don't smell it, so they have no idea how highly offensive they are to others.
And finally, some people just don't understand the concept of "use sparingly."

That is a good question. There is a woman in my office who is constantly giving me headaches b/c she wears to much perfume and I also know a couple of guys who do it to. I think maybe that they have trouble with there noses. Maybe they do not have a good since of smell. I asked a guy one time why he wears so much and he told me that it was only two sprays and that he wanted it to last all night. So maybe it is a combination of can't smell and buying strong perfume.

Yeah... Stink is stink, whether it is body odor or perfume.
Perhaps they started off normally but always added more, assuming that if they can't smell it then it wasn't enough. Problem is that if you keep doing that you end up with a really bad sense of smell, and that just amplifies the problem.

usually men do that but women have occasions where they do it to ! I guess if they stink they think can put on perfume or cologne to cover it up but it actually makes it MUCH worse

It is the worse thing a guy or girl can do, total TURN-OFF! I think they are trying to cover up some other deep dark smell!

Insecure about the way they smell to people they feel inferior too...or if they don't take a shower, they use that to cover up

they might have an oder problem. but i know what you mean. sometimes you think they bathe in it. it gives me a headache. it doesn't matter if it is the most expensive or just cheap crap less is more people!!
