Arizona, and New Mexico have monsoonal flows every year during the summer.

A monsoon is a wind pattern which is a reversal of the normal flow for a certain time period during the year ... Here's a good writeup and it talks about the North American monsoon flows

Monsoons are tropical ... so maybe Hawaii, or would you include Guam ?
