Since a tortoise is a reptile your answer would be 'hatchling'.

This word came into the English language about 1895 - 1900.
It is a combination of the word 'hatch' - to bring forth (young) from the egg and 'ling' - a suffix of nouns, often disparaging; belittling., denoting one concerned with (hireling; underling), or diminutive (princeling; duckling).

It is a term used for a young bird, reptile, or fish recently emerged from an egg.
