Because of sex. And I mean the most natural kind. Procreation sense of things.
Let's start with this: we're still such a patriarchal society (or at least, it has been ingrained in a lot of us by not only community but also media) and the males are expected to make the first move on things. A guy can just throw that same pair of jeans and hopefully a different shirt. (And this is beginning to sound behavioural. You asked a very good question, I have to admit)
Girls, however, traditionally are the ones who wait to be approached, asked out and all. In nature, this is what happens. The males initiate things. More on that later, because, of course, women these days are far more assertive. Ladies ask guys out be it in a coffee shop, a pub, in the sandbox or in some public transportation, or under an umbrella shared by strangers.
It's in nature that the males, whatever the specie may be, are the ones who commence the seduction process. Lions, birds, crocodiles, snakes, it's actually the gentlemen who goes first.
I think this hair and make-up thing women have is as natural as flirting. And when you flirt, you want to look good. (Accentuate what you have, flaunt what you have and people want to flaunt the good they have in themselves or whatever makes them attractive.)
Guys run their fingers through their hair, shave, brush their teeth. Girls brush their teeth, shave, laser off things, get waxed and plucked, run a million things through themselves and wear dangerous shoes.
I think it's also a way of appreciating life. And perhaps, down a very slippery slope, shows a fraction of how afraid we all are to death, or at least, well, our vulnerability to death:) It's like an extension of going to the gym.
In nature, a single male with the better DNA mix is sufficient to provide the reproductive needs of a horde of females. Females, in our specie, though, when they look for mates, want to advertise their attributes to please a mate, to attract a mate, to find a match for the DNA strand they'll twine theirs with. They want to look pretty for that mate. And it's sort of a screening, too, I believe. Some (definitely not all) guys see a
girl that is just so perfectly made up, and they think they have no chance and get all self-conscious. That, I think whittled out lack of self-esteem. Wouldn't you want a child with healthy self-esteem? (Right, that came out flaky.) What I'm trying to say is that this make-up and hair thing is just one facet to getting laid. People have property, money, finer things in life etc, invest in so many things to preserve and promote beauty and health which connotes one's abilities to be able to have offspring and give said offspring a good life. Procreation.
This hair and make-up ritual, even if the girl doesn't mean/need/intend to get laid anytime a given week, even if she does perform that ritual every single day of the year, helps in advertising the notions of her being fertile, that there's a part of her that is willing to procreate.
If anything else, it's the fine marketing efforts of this multi-billion dollar thing called the beauty industry (cosmetics, health, etc) and, well, a girl who takes good care of herself will let you know that it's fun.
In a way that procreation is fun.

Not all girls take hours. Some girls are perfectionists when it comes to their looks, and they want everything perfect. It also depends on the hair style they are going for and how easy their hair is to work with. A few lucky girls can have super gorgeous hair naturally. For everyone else, we have to work hard at it. I'd have to say I am average when it comes to the length of time it takes for me to do my hair. Usually I put it up in a pony tail and care less what I look like. Other times, mainly special occasions, I'll probably take about an hour to an hour and a half. Just depends what I am trying to achieve.

Well we do go crazy, there is a lot of stress on girls today from society, like if we want to be pretty we have to look like this. And for those few of us who don't succumb to the pressure of thin is beautiful, make up is beautiful blond hair is beautiful (don't necessarily agree just stating example) are incredibly lucky. When we see a model on TV out subconscious tells us we have to look like that to be liked, and i think that its true. If we don't look a certain way, we are made fun of and usually become an outcast. But hey you guys, you don't fully escape the Hollywood pressure. All the movies say that if you wanna girl, you have to have muscles. I don't agree with this at all. But I find myself taking hours to get ready as well, we are all hypocrite's.

I don't spend hours on my hair, but sometimes I do take a while. I do it because I want to always look my best for my husband. That is what women were created for, to complement men. Just doing my duty!

Girls take so much time to get ready because they have issues with how they look. We have always dealt with body issues and if we take time to look good, we will feel pretty and not worry too much about the way we look.

Guys will never understand this, well, unless they are metro. Girls love to look good and all done up. We feel better about ourselves if we look all done and polished! I'm not saying that's where all the self confidence comes from, but it really helps.

Men don't have to take hours because there's less involved- their hair takes no time, there's no makeup, they can throw on clothes and voila!
I myself enjoy getting ready to go out, I love playing with makeup and doing my hair. It can take a while but I enjoy it!

You guys always want to know why it takes us so long, but you have to admit that you appreciate the finished product, am i right? If we looked like slobs all the time, you likely wouldn't be attracted to us in the first place. unfortunately for the guys stuck waiting for us, beauty takes time and effort. Go easy on the ladies and don't rush them, they will appreciate it. :-)
