I sold the my car to that person and they did not transfer it to their name

Call your DMV and notify them that you have sold this car. That way when they get pulled over for driving with no/expired license plates you won't get in trouble for their stupidity. (in my state you should never sell a car without getting your plates back, YMMV) If you should have gotten the plates back and didn't call the DMV NOW and explain your mistake. If the new owner breaks the law in with your plates on the car the police will come looking for you. (don't ask me how I know that )

You are looking for the owner of the car vin number because that person has not put the car in their own name yet. Hmmmm, seems that if they have not put the title of the said sold vehicle in their name yet, then the owner of the vin number is you.

If its not transferred then you can't find them, did you write out a bill of sale with their name on it? You should have kept a record of it.

How do you know they didn't transfer it to their name? If you don;t even know this person...or their name...how would you know they didn't?

if title is in your name you own it.

It may have been exported. Ontill it is regestered you will never know (In the USA).
