Humans don't keep growing tall throughout their lives. So age has nothing to do with height once they reached the end of the growing phase.
5 ' 4 too short ? It is all relative. He / she is tall enough standing beside a 5 ' 3 or shorter.

I'm 23 and I'm 5"4' and to me, I think I'm short and other people tell me I'm short, but it doesn't bother me. It's not that we're short, short, it's more like we're about average, if this makes any sense...haha
