sorry about your loss, There should be no problem with your request but go through the proper channels and check with Malta before you travel.

The comedian Tony hancock died in Australia and was cremated there. Another British comedian, William (Bill/Willy) Rushton was in Australia at the time and was asked by the family to bring the ashes back with him. Apparently at the airport, the customs officers suspected he was smuggling drugs and were very interested in the contents of the urn!
From this story it would appear that there is no law prohibiting the transportation of ashes but there may be complications!!

I think all you need to do is tell nobody. If you ask, always some problem may occur. You should just put the ashes in a box in your suitcase and do it. If anyone says anything, say that you couldn't imagine there should be any problem of any kind, since this is a private matter, which is actually the truth.

Probably an airport law. Their list of illegal items grows greater all the time. There's nothing from preventing you to spread his ashes there, especially if it was a request of his.

You need to inform your airline and ask about procedures for same. I'm quite sure they will have policies in place for this.
