Its the sugar. Actually in humid places the sugar soaks up water and becomes syrupy and sticky. They need the wax in the inside to keep the gum from sticking to the paper. Nothing sticks to wax, that’s why they call it paraffin. It has the opposite of (para) Love (fin) for everything.

Actually it is not really wax on that paper, most of the time it is polyethylene (PE). PE is better than wax. It holds together better. Coats the paper better. Does not soak through the paper.

Chewing gums often use other sweeteners that are not as hydroscopic as sugar. But they don’t taste as sweet. They are often formulated to be harder too, so surface powders stay in tact. Whereas Bubble gum is best soft and flowing. The powders are quickly absorbed into “wetted” the soft gum.
