It would be:

The easy way to remember this is that when someone does it to himself, it's "sit/sat." A cat can sit itself down on the floor. A person sat himself in a chair.

When someone does it to something else, it's "set." A person can set the silverware by the plate. A cat can set a dead mouse on the doorstep.

There is a possible crossover, but you'll rarely see it. At a dinner party, the host might sit a guest at the end of the table. You don't set people unless they're dead.
