The school is to small to play division 1 football so they play 1-AA. NCAAB allows more teams to play in Division 1 so that is why the basketball team plays there. It keeps small schools who can't compete with larger schools in football from getting embarassed or hurt but it allows schools in basketball to become cinderella's
A football roster contains 45+ students and Division 1-AA schools can't sustain that talent level from their school for that many players but they can find 5-12 players to compete at a high level in basketball

Well the Pioneer League is Division I-AA while the Atlantic 10 is Division I-A. A few other schools do the same thing. Notre Dame is Big East in basketball and independent in football. Temple is independent in football but Atlantic 10 in basketball. Navy and Army are Patriot League in basketball but also independent in football.

Because the Atlantic 10 is a D-1 conference. Since the football team plays in 1-AA, they play in a conference in their area that sponsors 1-AA football, namely the Pioneer League.
