The fastest way would be a concrete grinder. A floor sander would be next fastest.

use a scraper with a long handle so you don't have to bend over that much they have them in most hardware stores(home depot) you can sharpen it a little on a grinder as well if the sub floor is plywood or some other kind of wood be care full not to dig into the wood. if you plan on putting tile down again lay tile backer board first or use a thin 1/4in to 1/2in mortar bed laying tile with thin set is the first and easiest way but not the best way the prep, is the most important i hope this helps you. also you can go to your home center and take a class remember everyone can learn something new everyday peace Jim s.

Sander Baby,
Take a belt sander and sand the poop out of it. It is tough and all you really need is a smooth surface. Are you re-applying tile? Then this would be OK.
Carpet? OK also.
Linoleum? Maybe not as the linoleum will show the tezture underneath.
Laminate floor? make it smooth as the foam padding will help smooth out the roughness,

try using a vibrating air chisle with a wide blade. it kind of works like a jack hammer only smaller & causes less damage to the underlayment
